BROOKLYN STATEN ISLAND 10-13 ASSOCIATION IS HEREBY ADVISING ALL OUR MEMBERS THAT OUR VEHICLE ID PLAQUE IS INTENDED TO IDENTIFY YOUR VEHICLE AS BELONGING TO A MEMBER OF BSI 10-13 AT OUR MEETING LOCATIONS ONLY.
CURRENTLY OUR LOCATIONS ARE THE BARON DEKALB KNIGHTS OF COLUMBUS, 3000 EMMONS AVE. AND FORT WADSWORTH CARRIAGE HOUSE ON STATEN ISLAND. IN THE PARKING LOTS ONLY. THE PLAQUES ARE NOT INTENDED FOR STREET PARKING.
PLEASE READ THE LETTER BELOW FROM JOE OCCHIPINTI, EXECUTIVE DIRECTOR NATIONAL POLICE DEFENSE FOUNDATION. CURRENTLY WE ARE ASKING YOU NOT TO DISPLAY THE PLAQUE FOR ANY OTHER USE THEN IT IS INTENDED FOR.

SUBJECT: Suspension of NPDF Vehicle ID Placard Program
The Mayor of the City of New York has reportedly issued a directive to the New York City Police Department (NYPD) to arrest any person possessing any fraternal association member vehicle identification placard.
There have been isolated incidents wherein arrests were reportedly made for the mere possession of fraternal association member placards by the NYPD Internal Affairs Bureau and the bearer being charged with criminal possession of a forged instrument. According to NPDF legal experts there is no legal basis for such a charge and NPDF attorneys will be taking aggressive action to secure a “cease & desist” order from the courts.
The National Police Defense Foundation, a congressionally recognized and IRS approved 501 (c) (3) non-profit organization, implemented the NPDF Member Vehicle ID Placard Program in 1996. Our Chief Legal Counsel did his due diligence and determined that possession of said member placard does not violate any federal, state and city law.
In addition, the New York State Attorney General in its audit of the NPDF Accessories Brochure found no violation of law prohibiting us from issuing Member Vehicle ID Placards.
It is our official position that the NPDF Member Vehicle Placard does not imitate any official NYPD or other police agency placard since it does not contain any official government seal, nor does its design, color and expiration date appear to be a facsimile of any official police placard.

It should be noted that the National Police Defense Foundation is duly registered as a police organization with the New York City Police Department, Internal Affairs Bureau and the New York State Attorney General. As of this date, the NPDF has not received any official communication alerting us of the Mayors reported directive or suspected violation of law.
The NPDF Executive Board has decided to temporarily suspend the Member Vehicle ID Placard Program and await the decision of the court.
You are hereby directed to immediately remove the NPDF Member Vehicle ID Placard from its assigned vehicles when parking or traveling in any of the five boroughs of the City of New York.
Any member wishing to surrender the member vehicle placard will receive a $25 credit toward next years membership dues or application fee to order NPDF “Safe Cop” organizational license plates being offered by the New York and New Jersey Department of Motor Vehicles.

6/19/06 ON NEW YORK TALK RADIO 710 ON THE AM DIAL (DONNA HANOVER EX. MAYOR GULIANI'S ex-wife's SHOW,) THEY STATED PEOPLE WERE COMPLAINING ABOUT PLACARDS ISSUED BY NYPD AND NYFD FOR AUTHORIZED PRECINCT AND FIREHOUSE PARKING ABUSES BY MEMBERS OF THE SERVICE.
