AN ACT to amend the vehicle and traffic law, in
relation to authorizing the issuance of distinctive license plates to retired
disabled police officers
Please contact your local assembly person regarding this bill to see if they
support it. I contacted mine as well as Mr. Zebrowski's office.
The Bill # is A09147 which would grant Disabled license plates to retired
disabled police officers. This bill was introduced by Assemblyman Kenneth
Zebrowski of Rockland County Distr. 094. Although not all of our members are 3/4
disabled, we must stick together whether retired Svc. or disability.

AN ACT to amend the vehicle and traffic law, in relation to authorizing the
issuance of distinctive license plates to retired disabled police
officers
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEMBLY, DO
ENACT AS FOLLOWS:
1 Section 1. The vehicle and traffic law is amended by adding a new
2 section 404-x to read as follows:
3 S 404-X. DISTINCTIVE PLATES FOR RETIRED DISABLED POLICE OFFICERS. 1.
4 ANY RETIRED DISABLED POLICE OFFICER SHALL, UPON REQUEST, BE ISSUED A
5 LICENSE PLATE BEARING THE EMBLEM AND WORDS "NEW YORK STATE" ON THE TOP
6 OF THE LICENSE PLATE AND "RETIRED DISABLED POLICE OFFICER" ON THE BOTTOM
7 OF THE LICENSE PLATE. APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED
8 WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL
9 PRESCRIBE AND SHALL BE VERIFIED ANNUALLY BY THE APPLICANT.
10 2. THE DISTINCTIVE PLATE AUTHORIZED IN SUBDIVISION ONE OF THIS SECTION
11 SHALL BE ISSUED UPON PROOF, SATISFACTORY TO THE COMMISSIONER, THAT THE
12 APPLICANT IS PRESENTLY A RETIRED POLICE OFFICER WHO RECEIVES PERMANENT
13 TOTAL DISABILITY BENEFITS.
14 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
15 IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR
16 REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE,
17 PROVIDED, HOWEVER, THAT AN ADDITIONAL ANNUAL SERVICE CHARGE OF FIFTEEN
18 DOLLARS SHALL BE CHARGED FOR SUCH PLATE. PROVIDED, HOWEVER, THAT ONE
19 YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION FUNDS IN THE AMOUNT OF
20 SEVEN THOUSAND FIVE HUNDRED DOLLARS, OR SO MUCH THEREOF AS MAY BE AVAIL-
21 ABLE, SHALL BE ALLOCATED TO THE DEPARTMENT TO OFFSET COSTS ASSOCIATED
22 WITH THE PRODUCTION OF SUCH LICENSE PLATES.
23 S 2. This act shall take effect on the one hundred eightieth day after
24 it shall have become a law, except that any rules and regulations neces-
25 sary for the timely implementation of this act on its effective date
26 shall be promulgated on or before such date.
