For those who were unable to attend yesterdays meeting we were introduced to Mrs. Gloria Collins the mother of NYPD Detective Frank P. Collins, Brooklyn South Narcotics who was killed on his way home from work on June 12, 2002. Frank was an UC and a 6 year veteran of the department. He also served our country in the US Army in Bosnia and El Salvador. He died tragically while avoiding a young girl crossing the street causing him to swerve on his motorcycle in a vehicle accident.

Mrs. Collins is simply requesting his name be included on the Departments Web Page for fallen officers. She has a appointment to meet with the Police Commissioner. We all realize only LODD can be added the official Memorial | Line of Duty page and that the names of active MOS who die non-LODD are posted In Memoriam - In Service in the Departments Official Magazine -Spring 3100.

But another solution is possible. I am going to respectfully request the Police Commissioner have the Management Information Systems Division ( MISD) via the NYPD Web Site dedicate a link to a separate page named "MOS Who Died While in Active Service". I believe the number of names posted would not be that large nor require a long period to enter that data. It would place the names of those who may have died heroically but did not meet LODD requirements and those who died of natural causes or accidentally but who were also serving honorably the people of NYC , and the Department at the time of their deaths the recognition they truly deserve.

Several elected officials from the Governor on down and several media publications have taken up Detective Collin's mother cause. I sincerely ask you to please send the PC a letter and e-mail requesting consideration for Detective Frank P. Collins and the other honored deceased MOS who died while in active service a special page/link on the Department's web site. If you require further information please contact me. And if possible please pass this on to others.
