1- Retiree Civil Rights
Movement - We have made headway
and have become a true factor in the political arena, via the "Retiree
Civil Rights Movement", initiated through the "Brooklyn & Staten
Island 10-13". Our "targeting" of political
adversaries began in 1995 with the "Targeting of Assemblywoman Debra
Mazzarelli" (Republican - Suffolk County), based on her
"anti-vote" of retirees, regarding the issue of increased
Supplementation payments. This action, by our organization, resulted in positive
political results for our retirees.
Utilizing the assistance of our membership in the "club houses"
and on phone banks, the Republican Committee of Kings County credited our
organization with being a prime mover in defeating Senator Robert DiCarlo
(Republican - Bklyn & S.I.) in the Republican Primary, September 10, 1996.
SENATOR Di CARLO "VOTED" ANTI-COP!
Former Borough President Guy Molinari (Republican
- Staten Island), along with the Republican Leadership of Kings County, on that
evening, thanked our members personally for their assistance. In addition,
we ran a member of the "Bklyn & S.I. 10-13" for the NYS Assembly,
an unknown politically. He lost by a very small margin!
Assemblywoman Debra Mazzarelli (R-Suffolk) voted against Supplementation
for our retirees - we TARGETED her (placed her photo on a pistol target)
in the "Bklyn & S.I. 10-13 " newsletter - she subsequently
resigned! We "ran" two candidates for the NYC Council, in the
September 1997 Republican Primary; one in Brooklyn and one in Staten Island.
Both WON, each with a "two to one" margin!
We do not give our allegiance to any one political
party! It is given to those political candidates, incumbents or otherwise -
who vote or whom have demonstrated they are "pro-retiree".
We have and will continue to endorse, only Democrats or Republicans who are pro
on the position of the retirees.
"Scorecards" or "Report cards" are
and will be kept on every member of the Assembly and Senate of the New York
State Legislature & the NYC Council - this assist us in knowing how
best to mobilize the retirees, on a City & State level, to defeat
those politicians who are not pro retiree. We will take what action
necessary to defeat those politicians who oppose retirees.
Further, at that time, we received the complete
support of the Republican Party of Kings County to chose our own "Police
Retiree Candidate", who they have and will continue to endorse and support
for public office.
Additionally, through your efforts and of your
organization, one of our own, a member of the Brooklyn & Staten Island
10-13, was elected as a member of the New York City Council and in 2002 he was
elected to the N.Y. State Senate.
2- Retiree Unification - We've unified retirees
from many various agencies to assist in obtaining a TRUE C.O.L.A. for all; on a
City & State level. We have enlisted the aid of true "political
allies" to support us. Additionally, we are part of a unified
coalition with Retired N.Y.C. Firefighters to "TARGET" those
politicians who oppose or do not support the retirees.
3- City &
State Coalition of Fire & Police - In keeping with the commonality of the fire
and police, and as a result of the encouragement of the City and State
Firefighters, we have worked in a unified fashion, for the good of all of us.
Our intent is to form a unified cohesive "block vote" - supporting
each other, on a City and State level, on matters of
legislation and to defeat politicians opposed to retirees. Working
together in a cohesive fashion we will succeed. City and State
firefighters and police have encouraged us to form this organization and have
committed their support to it.
4- City Council (NYC) - We have been
invited and have given testimony on relative matters affecting active and
retired police officers.
5- Active Line Organizations - We have
cooperative working relationships with all "Active Line Leaders",
which we intend to continue. The POINT IS - we
must assist each other, Retired and Active - for the good of all!
WHAT GOOD IS ACCOMPLISHED IN GOING TO THE
STATE LEGISLATURE - OPPOSING EACH OTHER! WE HAVE PROVEN
THE POINT! - WORKING TOGETHER WITH ALL LINE
ORGANIZATIONS, HELPING EACH OTHER IS BENEFICIAL TO
ALL OF US - ACTIVE & RETIRED
!
6- Legislation - Our history includes legislation
introduced and passed into law on behalf of you, our constituents.
7- New
York City Police Departments' recognition of our organization -
At our Honorarium Luncheon, in April 1996, commemorating the founding our
"10-13", and the 150th Anniversary of the NYC Police Department
- the Department, in a show of support for our organization and a
testimony to our credibility, provided a Bag Piper and the Department
Honor Guard for our Honorarium on this momentous occasion.
8- The
City Council (NYC) & The Borough of Queens recognition of our organization
- The Borough of Queens (September 23, 1995), honored
the men and women; active, retired and deceased, who serve or have served in
branches of the Armed Forces, Fire Department and the New York City Police
Department. A plaque was presented to New York City Police Department
Chief Wilber Chapman and our former President, Stephen F. Spinelli.
It exalts every member of the Department; past and present. The
presentation was performed by the Hon. Peter F. Vallone, Speaker of the New York
City Council on behalf of the Borough of Queens. Copies of these
commemorative tablets were presented to the stated individuals and other
agencies. Duplicate tablets, as those presented, were permanently infixed
at the base of a newly erected flag pole monument, located in the Borough of
Queens.
This auspicious occasion bestowed lasting tribute to
the members of the New York City Police Department and our Association on behalf
of our Retirees.
In July 19, 1997, the Hon. Peter Vallone F.
Vallone, former Speaker of the New York City Council, for the entire Council,
presented a "Proclamation" honoring the "New York 10-13
Association, Brooklyn & Staten Island, Inc.".
9- Associate membership - Due to the overwhelming
request of non-police individuals or police officers from other law
enforcement agencies who desire to assist or support our organization, as a
result of our positive accomplishments and the financial assistance your
association has provided to children's groups, we have established
"Associate Membership". This will provide for those individuals
who are pro-police to receive our publications and be kept informed of our
accomplishments. DUES FOR THOSE INDIVIDUALS WILL BE THE SAME AS FOR A
RETIRED MEMBER.
10- Charitable causes - Through your support and
generosity; we have been able to provide assistance to many fine charitable
causes. You can take pride in knowing that we have supplied monies to the
Police Anchor Club for the benefit of our widows and children, Kamp
Kiwanis, I Belong, Prosper, Catholic Charities and the Childrens Times.
These funds were earmarked for the betterment of the quality of life for
children, who through no fault of their own are underprivileged; either
financially, physically and many times both. We are happy to do for the
innocent children of our community, just as we are happy to work for the
self-dignity of retired officers of the New York City Police Department.
11- Active members of the NYCPD - We enlist
their aid and membership, for "WE ARE YOUR INSURANCE FOR YOUR FUTURE !
We have ACTIVE TRUSTEES on our Board. As Retirees - to the Active Members
of the NYPD - "OUR PRESENT IS YOUR FUTURE ! Protect your
benefits!
Please do not be soundless. Become involved and together we will
accomplish our goals!
WHAT YOU ARE ASKED TO DO: If you agree with our objectives and we
are sure you will, please show your support! If you are already a member;
recruit a new member or associate member. Complete an application
and return it with your check for $25.00 for Annual dues (Widows are exempt from
dues payments).
You will receive our newsletter and be kept informed of the current matters,
legislation that we have sponsored, and notice of our monthly general membership
meetings.
